Startopia! Man, that was a game. One that looks surprisingly good on modern systems, even. It was possibly a little too management for my tastes, but it's another one of those games where the crashing and burning of all potential successors is a good indicator of how difficult it was to pull off the first time around.

Wasn't Powermonger between Populous and Syndicate? Definitely seemed closer in tech and interface to Populous.

Never actually played the first two Populouses, although it's probably just as well given the extent to which I bounced off Powermonger (which I only owned as it was in a twin-pack with Cryo's Dune)

I never played this, but I did play Populous: The Beginning, which I recall being much more spell-oriented. I don't think I ever progressed very far; Dungeon Keeper was the only Bullfrog franchise I ever really got into, and even then what I really wanted was more of a light SimCity-esque experience instead of a quirky RTS. Thankfully Startopia exists.
